GUIDELINES FOR MANAGEMENT OF GREEN HOUSE GASES (GHG)
AND FUGITIVE EMISSIONS FROM MIDSTREAM AND DOWNSTREAM
PETROLEUM OPERATIONS IN NIGERIA
Together, these initiatives represent
a comprehensive framework to decarbonize the
economy while fostering sustainable growth.
1.3
Objectives
These Guidelines are issued to provide a standardized framework for the management
of GHG and fugitive emissions in the Midstream and Downstream petroleum sectors.
The guidelines outline technical procedures, operational protocols, and regulatory
expectations that a licensee or permit holders shall adopt for the prevention and
control of GHG and fugitive emissions from Midstream and Downstream petroleum
operations.
The primary objectives are to:
i.
Minimize the environmental and social impacts of GHG and fugitive emissions in
line with Nigeria’s NDCs and international climate obligations.
ii.
Promote conservation of natural resources by reducing gas losses, preventing
unnecessary flaring or venting, and encouraging energy efficiency.
ii.
Enhance
health,
environmental
safety,
and
operational
integrity
through
structured monitoring, mitigation, and reporting practices.
These Guidelines are applicable to new and existing facilities involved in Midstream
and Downstream Petroleum Operations in Nigeria. By enforcing these provisions, the
Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) seeks
to
ensure
environmental
compliance,
reduce
Nigeria’s
emissions
footprint,
and
contribute meaningfully to the global effort to limit climate change.
1.4.
Legal Framework
These Guidelines are issued pursuant to the powers conferred on the NMDPRA under
the Petroleum Industry Act, 2021 and the Regulations made thereof.
