GUIDELINES FOR MANAGEMENT OF GREEN HOUSE GASES (GHG)
AND FUGITIVE EMISSIONS FROM MIDSTREAM AND DOWNSTREAM
PETROLEUM OPERATIONS IN NIGERIA
b) Update any previously approved/submitted GHG management Plan to reflect
material changes in operations, equipment, emission sources or other relevant
parameters and submit within six (6) months from the effective date of these
Guidelines for approval.
2.2.3
The GHG Management Plan shall include the following:
c)
d)
e)
2.2.6
Qhit
The scope of operation and emission sources
An inventory of all equipment that generate GHG. The inventory of equipment
shall comply with the provisions of the relevant GHG reporting requirements in
Section 4.2.
Established
baseline emission data
with
a base
year, guided
by
historical
dataset, against which all future GHG emissions shall be compared.
Techniques/procedures for emission quantification and accounting.
Strategies
to reduce GHG emissions
to
attain
net-zero,
indicating annual
percentage reduction targets.
Provide a timeline to replace single cycle gas turbines with
a combined cycle
by
2030,
for
existing
facilities.
Use
of combined
cycle
turbines
shall
be
implemented immediately for new projects.
Strategies to achieve at least 2.5% per year reduction in GHG intensity (refer to
Appendix I{e)).
Ensure
the
retrofitting
of equipment
or
installation
of new equipment
as
applicable, in line with the provisions of Section 3 of these Guidelines.
Ensure adequate monitoring of activities/operations that emit GHG, especially
venting,
flaring,
fugitive emissions/leaks
from
process equipment and
gas
transmission pipelines.
Establish a system for identifying, classifying, and quantifying GHG emissions from
its activities or operations.
Ensure submission of GHG monitoring reports quarterly, by the first week of the
succeeding month, to the Authority.
