AND FUGITIVE EMISSIONS FROM MIDSTREAM AND DOWNSTREAM
PETROLEUM OPERATIONS IN NIGERIA
3.2.5
Requirements for Inspection
A licensee or permit-holder shall ensure that:
a) Each inspection survey takes cognizance of Fugitive Emissions Components
such as valves, pipes, gauges, gaskets, tank thief hatches, thread connections,
drains, screw and campressor fittings, compressor gaskets, flanges, pump seals,
compressor Components, meters, malfunctioning pneumatic devices etc.
Inspections are conducted in line with approved organisational and site-specific

Inspection includes observation of flare stack. The condition of flare stack, which
shall include the structural integrity, aesthetics, pitting or corrosion etc. shall be
noted and documented. The state of the flare shall be described as either:
i.
Lit flare- adequate combustion.
ii.
Lit- poor Combustion (sputtering, smoking, etc.)
iii.
Unlit flare with gas vent
iV.
Unlit flare with no gas vent.
Where the fiare is found to be “unlit with gas vent", re-ignition (repair) of the flare
is required within 48 hours.
If the duration of repair exceeds 6 hours without re-
ignition, a licensee or permit holder shall notify the Authority immediately.
Where flare
is sputtering or smoking, a new flare tip shall be installed, adding
