> DOWNSTREAM PETROLEUM Ao? NIGERIAN MIDSTREAM AND 3S REGULATORY AUTHORITY (NMDPRA) Applicable to all Midstream and Downstream Petroleum Operations GUIDELINES FOR MANAGEMENT OF GREEN HOUSE GASES (GHG) AND FUGITIVE EMISSIONS FROM MIDSTREAM AND DOWNSTREAM PETROLEUM OPERATIONS IN NIGERIA 3.3.4 3.30 3.4 3.4.1 3.4.2 ii. Unstable flame occasioned by low gas volume or pressure for the flare design. Data Management A licensee or permit-holder shall keep records of all equioment generating emissions from each vent, including detailed documentation of venting operations from pressure vessels, pipelines, and storage tanks, capturing gas composition, volume, duration, and reason for release. Reporting A licensee or permit-holder shall submit an annual report demonstrating compliance and record of any deviations, accompanied by certification of the truth and accuracy of report signed by a competent person, not later than the first quarter of the preceding year. Flare Efficiency Operational Requirements Any gas flared shall be combusted in an auto-igniter or continuous pilot light with a design Destruction Removal Efficiency (DRE) of at least 98% for hydrocarbons. Calculation of 98% DRE shall not include flare downtime for maintenance. Monitoring A licensee or permit-holder shall conduct the annual test of the auto-igniter to ensure: a. Its operability or the annual observation of continuous pilot light to ensure it is independently lit. b. The flare at the time of LDAR inspection is observed, to confirm if it is lit or not. 20
