Data Management A licensee or permit-holder shall keep records of: a. Annual flare efficiency test. b. Any observed instance of unlit flare with venting gas. 3.4.4 Reporting A licensee or permit-holder shall submit not later than 90 days of the preceding year, records for the annual test/observation and unlit flares. 3.5 Pneumatic Conirollers 3.5.1 Requirements for Control a. All-natural gas-driven pneumatic controllers of processing plants, gas downloading and compression stations, shall be retrofitted with zero bleed controllers. Controllers powered by electricity, instrument air or emissions(gas emissions captured and used for energy), shall be routed to a Vapor Recovery System. Where it is not feasible to capture the emissions, a licensee or permit holder may route to a flare. b. All existing facilities with pneumatic controllers shall implement a five (5) year phase-out strategy as follows: i. Within one year of implementation of these guidelines, licensee or permit holder shall ensure that 25% of these pneumatic controllers are zero bleed controllers, and the remaining are low bleed controllers that emit less than 0.17 standard cubic meters per hour of natural gas. i. Within two years of implementation of these guidelines, licensee or permit holder shall ensure that 65% of these pneumatic controllers are zero-bred controllers and the remaining are low bleed controllers. 21
