ACCOUNTING
General
In accordance with Section 4.2, a licensee or permit holder shall include the
designated Base Year and corresponding baseline emission data, as outlined
in the entity’s GHG Management Plan.
Calculation and Estimation of emissions
A
licensee
or permit
holder
shall adopt
the following approaches
or
a
combination of any for calculating and estimating emissions:
Equipment Counts and Population Emissions Factor {EqC}
For
a
specific
type
of
equipment
emission,
relevant
emissions
factors
prescribed by the Intergovernmental Panel on Climate Change (IPCC) shall
be employed for equipment counts, or any other methodology approved by
the Authority.
Leak Surveys (LS)
Leak detection survey shall be conducted using equipment such as, Optical
Gas Imaging (OGI) cameras, organic vapor or toxic vapor analysers, infrared
laser beam, acousiic leak detection instruments and any other equipment as
may be approved by the Authority.
Emissions Estimation and Quantification Requirements
a. General Requirement
ii.
Operators shall adopt greenhouse gas (GHG) emissions estimation and
quantification methodologies that are consistent with internationally
recognized
standards,
