s¢ NIGERIAN MIDSTREAM AND DOWNSTREAM PETROLEUM : P 2 REGULATORY AUTHORITY (NMDPRA) Applicable to all Midstream and Downstream Petroleum Operations GUIDELINES FOR MANAGEMENT OF GREEN HOUSE GASES (GHG) AND FUGITIVE EMISSIONS FROM MIDSTREAM AND DOWNSTREAM PETROLEUM OPERATIONS IN NIGERIA i. for a corporation: president, secretary, treasurer, or vice-president of the corporation in charge of a principal business function, or any other person who performs similar policy or decision-making functions for the corporation, or a duly authorized representative of the corporation if the representative is responsible for the overall operation of the source. ii. for a partnershio or sole proprietorship: a general partner or the proprietor, respectively. Compressor: A compressor is a mechanical device that increases the pressure of a gas by reducing its volume. It accomplishes this by transferring energy to gas, typically through mechanical work. Compressor station: A compressor station is a facility which helps the movement of gas such natural gas, methane, ethylene, hydrogen, ammonia and carbon dioxide, from one location to another in a pipeline system. Critical Component: Component that would require the shutdown of a critical process unit if the Component was shut down or disabled. Critical Process Unit: Process unit that shall remain in service because the shutdown of the unit could affect the safety and/or reliability of the natural gas supply system. . Emission Factor: means a coefficient that quantifies the emissions or removals of a gas per unit activity. Emission factors are often based on a sample of measurement data, averaged to develop a representative rate of emission for a given activity level under a given set of operating conditions. . Emission Intensity: An emission intensity (also carbon intensity or Cl.) is the emission rate of a given pollutant relative to the intensity of a specific activity, or an industrial production process; for example, grams of carbon dioxide released per megajoule of energy produced, or the ratio of greenhouse gas emissions produced to gross domestic product (GDP). Emission intensities are used to derive estimates of air pollutant or greenhouse gas emissions based on the amount of fuel combusted, the number of animals in animal husbandry, on industrial production levels, distances traveled or similar activity data. . Facility: Any building, structure, or installation to which these guidelines apply, and which has the potential to emit methane. 40
