GUIDELINES FOR MANAGEMENT OF GREEN HOUSE GASES (GHG)
AND FUGITIVE EMISSIONS FROM MIDSTREAM AND DOWNSTREAM
PETROLEUM OPERATIONS IN NIGERIA
industry must implement robust environmental controls and innovative practices to
align with global and national climate targets.
1.2
Greenhouse Gas (GHG) Emissions and the National Context
GHG emissions in Nigeria arise from a wide range of economic activities, including
energy production, transportation, agriculture, manufacturing, waste management,
and mining. While the oil and gas sector is a primary contributor, meaningful emissions
reduction cannot be achieved by one sector alone. A coordinated, cross-sectoral
approach
is essential to achieving Nigeria’s declared goal of Net Zero emissions by
2060.
Particular attention has been given to Short-Lived Climate Pollutants (SLCPs) such as
Methane
(CH,) and
Black Carbon
(BC), which despite their shorter atmospheric
lifespans, have disproportionately high warming potential and severe health impacts.
In response, Nigeria has developed
a National SLCP Action Plan (NAP)
to identify
emission sources, evaluate mitigation options, and
prioritize interventions. Though
Carbon Dioxide (CO) is
along-lived GHG, its abundance due to industrial and natural
processes requires parallel management alongside SLCPs.
As at the time of this publication, 22 mitigation measures have been defined across
eight sectors namely,
Oil
& Gas, Transport, Agriculture, Power/Energy, Residential,
Manufacturing, Waste Management, and Industry. These measures are aligned with
broader national strategies which include:
#
Nigeria’s Nationally Determined Contributions (NDCs),
#
The Nigeria Energy Transition Plan,
»
The Nigeria Climate Change Response Programme, amongst others.
