The Approval to Construct and the License to Operate a Refinery / Petroleum Plant shall apply at the 
appropriate phase of development of the project. 
 
 
6.4 
APPROVAL TO RELOCATE 
If satisfied, the Minister may grant an approval for the plant to be relocated in Nigeria, at the total risk 
of the promoters. This approval shall be issued as an approval to construct the refinery and shall be 
subject to all provisions of sections 3 and 4 of this guideline.
