2. 
PROCEDURE FOR THE GRANT OF PERMIT TO ACCESS FLARE GAS 
2.1 
Registration on the Programme Portal 
Parties are invited to register on the Programme Portal at no cost, thereby 
becoming Registered Parties. 
2.2 
Request for Qualification (RFQ) Stage: 
a. Registered Parties shall be eligible to download the RFQ Package from the 
Programme Portal at no cost. 
b. Registered Parties, thereby becoming Applicants, will be required to submit a 
Statement of Qualification (SOQ) to demonstrate their capability to develop a 
Project by providing the information requested in the RFQ that includes the 
following: 
1. Mandatory Information: 
i. 
SOQ Checklist Form 
ii. 
Commitment Letter 
iii. 
(if Applicant is a Consortium) Power of Attorney Form 
iv. 
Confidentiality Agreement 
v. 
Applicant Information Form 
vi. 
(if Applicant is a Consortium) Consortium Letter 
2. Technical Qualifications Form
