A penalty stipulated in USD may be paid in the Naira equivalent at the prevailing 
Central Bank of Nigeria rate on the day the fine is paid. 
c) The Authority shall, where a 
party who is required to 
remove 
a 
pipeline 
or 
pipeline network or any 
ancillary installations under 
this 
paragraph 
fails 
to 
comply, have the power to 
carry out the removal on its 
own authority directly or 
through 
an 
agent 
appointed by it. The cost of 
such removal shall be paid 
from the proceeds realised 
from the sale or disposal of 
the 
removed 
pipes 
or 
equipment 
and 
the 
balance if any shall be 
forfeited by the Authority
