(l) the establishment, construction, modification, operation, and 
decommissioning of a bulk petroleum liquids storage facility; 
(m) the bulk storage, sale and distribution of petroleum products; 
(n) petroleum products backloading operations; 
(o) the establishment, construction, modification, operation, and 
decommissioning of petroleum products jetties; 
(p) wholesale petroleum liquids supply operations; 
(q) the establishment, construction, and operation of petroleum 
liquids retailing operations and infrastructure; 
(r) the establishment, construction, fabrication and operation of 
petroleum filling or service stations, floating filling stations, 
mobile containerised filling stations, operated for industrial use 
or storage and sales, riverine or marine filling station plants and 
associated infrastructure; 
(s) the construction or installation of small-scale industrial 
petroleum products storage and utilisation facilities; 
(t) the operation of bunkering vessels and barges utilised in the 
storage or supply of petroleum liquids and petroleum 
products, natural gas and natural gas products; 
(u) the establishment, construction, installation, and operation of 
AGO or DPK storage and sales facilities; 
(v) peddling, storage and sales of AGO and DPK by trucks; 
(w) industrial petroleum products storage and utilisation for own 
use and not for sale to customers, which shall include 
petroleum products stored and utilised by ministries, 
departments, and agencies of the federal, state and local 
governments for their own use; 
(x) introduction of hydrocarbons into midstream petroleum 
facilities; 
(y) importation and exportation of petroleum liquids;  
(z) the designation of petroleum liquids export points;  
(aa) 
technology adaptation for petroleum liquids facilities;  
(bb) 
open access and third-party access operations; and
