"custody transfer" means change in ownership or responsibility irrespective 
of whether the transfer is within the same parent company or not; 
"Data" includes but not limited to reports, data, samples, fluid samples, 
plans, maps, charts, crude oil assay, accounts, materials and information 
which are required to be provided to the Authority under the Act, 
Regulations or any other law; 
“Debit Note” means a document issued by Authority as a means of 
formally requesting for payment of established levy; 
“declared national emergency” means a state of emergency resulting 
from a danger or threat of danger to a midstream facility as confirmed by 
the Authority; 
“Derivatives” means products obtained from processing of crude oil, 
natural gas or other hydrocarbon 
“Design safety case” means a written demonstration of evidence and 
due diligence provided by a corporation to prove that it has the ability to 
safely operate a facility and effectively control hazards 
“detector switch” means a device that indicates the passage of a 
displacer in a prover; 
“Disposal Committee” means the Committee set up by the Authority Chief 
Executive for coordinating disposal of confiscated materials and 
equipment; 
“Distribution pipeline” means a low-pressure pipeline for the purpose of 
conveying natural gas or petroleum products to customers; 
“dynamic measurement” means measurement under a flowing condition 
using meters; 
“Employer” means any organisation, company, partnership, or registered 
business name which holds a licence or permit issued pursuant to the 
Petroleum Industry Act 2021 or under Regulations made by the Authority 
or any person registered to provide any services in relation thereto. 
“Employee” means any Nigerian national who is employed by the holder 
of licence or a permit issued pursuant to the Petroleum Industry Act or 
under Regulations made by the Authority 
“entity” means any company, firm, or individual holding or seeking a 
licence or permit in the midstream and downstream petroleum industry;
