(i) 
regulate the establishment, construction and operations 
of terminal and bulk storage facilities in the Nigerian 
midstream and downstream petroleum industry;  
(j) regulate the operations of hydrocarbons refining facilities; 
(k) 
establish a procedure for the assignment, transfer or surrender 
of a licence or permit by a licensee or permit holder; 
(l) set out the procedure for the separation of licensed activities in 
the Nigerian midstream and downstream petroleum industry; 
(m) 
outline industry-specific codes of conduct and corporate 
governance standards for companies in the Nigerian 
midstream and downstream petroleum industry;  
(n) 
establish, maintain and make publicly available, registers of 
licences, permits, authorisations and exemptions issued, 
revoked, suspended, surrendered or withdrawn and any 
modifications, 
renewals, 
assignments, 
amendments 
or 
exemption or any other matter affecting the status of or any 
interest in a licence, permit or authorisation granted in the 
Nigerian midstream and downstream petroleum industry;  
(o) 
provide the procedure for the registration of licences, permits 
and authorisations or any other matter affecting the status of 
or any interest in a licence, permit or authorisation granted; 
(p) 
establish the midstream and downstream petroleum data 
repository in the Authority, and provide the procedure for the 
submission, collection and management of technical data in 
the Repository; 
(q) 
provide procedure for the disposal of confiscated materials 
and equipment in the Nigerian midstream and downstream 
petroleum industry; 
(r) 
provide a framework for the application, administration, 
and enforcement of penalties in midstream and 
downstream petroleum operations; and 
(s) 
 provide sanctions, penalties, and administrative fines for 
failure to comply with the provisions of these Regulations. 
2. These Regulations shall apply to persons, operations, and activities in 
the Nigerian midstream and downstream petroleum industry.
