“title documents” means deed of assignment, certificate of occupancy, 
deed of lease, deed of sublease, purchase agreement and any other 
document evidencing ownership; 
"traceability" means the quality of a measurement result to be linked to a 
reference standard through an unbroken chain of calibrations 
"Topping" means any further loading of petroleum in any available space 
on the ship, tanker or vessel after loading the nominated quantity of 
petroleum at any designated terminal; 
“transferee” means an assignee or the proposed new holder of the 
licence or permit;  
“transferor” means the assignor or current holder of the licence or permit 
prior to the Authority’s approval of an assignment or transfer of the licence 
or permit; 
“uncertainty” means an interval of value within which the true value is 
believed to lie within a stated probability; 
“USD” means United States Dollars; 
“Vehicle” means rail wagons, articulated tankers and trucks used for the 
conveyance of natural gas and its derivatives, petroleum, petroleum 
liquids and its derivatives and petroleum products; 
“Venting” means releasing of hydrocarbons or substances into the 
atmosphere from midstream gas processing facilities; 
"verification" means provision of evidence that a given equipment 
conforms to a specified requirement. 
“Vessel” means ship, tanker or barge utilised in the transportation of 
petroleum and petroleum derivatives, petroleum liquids, liquefied natural 
gas and petroleum products; 
“Virtual Transportation” includes vessels, barges, trucks, rail wagons; 
“Waste” means waste generated from hydrocarbon processing facility, 
which include residues, slop oil, sludges, rusts etc.; 
“Water Abstraction study” means study conducted to infer the impact to 
the environment of taking water from sources such as rivers, streams, 
canals, springs, underground or the sea 
“Wholesale Customer” means a class of customers with respect to –
